In his current visit to Brazil, the Chinese Premier Li kekiang has proposed a new mode of production capacity cooperation called “3x3.” Furthermore, a US$30 billion fund has been established to back cooperation between China and Latin America. Joint projects will include railway construction, high-voltage electrical power transmission, smart grids, internet technology and next-generation mobile telecommunication technology. Li said the funds come with no political strings attached.
