MANILA, THE PHILIPPINES — At least 36 people are dead after after a man fired shots and set fires inside a resort complex in the Philippines early Friday morning.

The attack took place at Resorts World Manila in Pasay City, close to Ninoy Aquino International Airport in Manila. A man fired shots inside the resort complex in an apparent robbery attempt.

Local media ABS-CBN News reported that the suspect also poured flammable liquid on gaming tables before lighting them on fire.

The resort complex was on lockdown following the attack. The Philippine national police chief said one gunman, who appeared to be Caucasian, was responsible for the attack. The suspect later committed suicide by setting himself alight. Police found his body, burned beyond recognition, next to a 0.38 caliber pistol and a sub-machine gun, according to Al Jazeera.

Local media outlet Rappler cited the SITE Intelligence Group, which monitors terrorist organizations, saying that “lonewolf soldiers” of ISIS were responsible for the attack. However, authorities said there is no concrete evidence to indicate the attack was related to terrorism.

Philippine president Rodrigo Duterte declared martial law on the southern island of Mindanao last week amid the rising threat of ISIS, and said he may need to declare martial law across the rest of the country if the threat spread.
