Advice from Paypal.com has confirmed that you are not allowed to transfer your personal paypal.com account to anyone else. You can't also transfer the account to a motherbrothersistercousinmate or any other family member. Also if you have been banned or suspended from Paypal.com you can't get any family members to use the account for you as stated in the latest policy update.
