Young children, even when dressed appropriately, shouldn't be exposed to cold conditions for extended periods of time. Recently, two small children were left inside their parent's locked and cold car unsupervised.

Reportedly their parents had left them in the vehicle while they were inside a D.C. restaurant attending a wine tasting. At approximately 4:30 p.m. on Saturday, a witness called 911 and said a young child was crying inside a car.

The engine was powered off, as was the heat. The temperature outdoors was approximately 28 degrees Fahrenheit.

Officers arrived on scene and saw the two children aged 2 and 1, secured in their car seats. Police also located the parents, identified as 45-year-old Jennie Chang, and 41-year-old Christopher Lucas.

They were both arrested on charges of "second-degree cruelty to children" and the kids
