Brazilian President Dilma Rousseff says that previous administrations were in part responsible for allowing multi-billion dollar corruption in the state-run oil company Petrobras. She rejects claims that the company itself is the problem and says that the diversion of huge sums of money was the work of individuals who must be held accountable.
