This is a Killdeer. It is a Plover, or short-billed wading bird. Similar to the Sandpiper for which it is often confused it can be found close to shores. This specific family lives next to a manmade lake in an office complex in Southern California. The lake is also home to other species of birds like Mallard Ducks, Muscovy Ducks and American Coots.
