When Arturo Hernandez received a deportation order last fall, he didn't want to return to Mexico and leave his wife and two daughters behind. A local church offered him sanctuary, a place to live while he fights for the right to stay in the U.S. He feels safe here because immigration officiales have a policy of not arresting immigrants in religious buildings. He thought he would be able to apply for legal status under Obama's new rules, but this is impossible because too much discretion is left to immigration officials in deportation cases.
