Colombian President Juan Manuel Santos welcomed President Obama's decision to restore diplomatic relations with Cuba and celebrated President Raul Castro's presence at the Summit of the Americas. He recalled that at the Cartagena Summit, he had said there cannot be another Summit without Cuba.
