A Houston man has been charged with injury to a child and two counts of assault after an altercation got out of hand on Monday evening. br Victor Manuel Montreal, 54, emptied two cans of pepper spray on two men and a child outside a southwestern Houston apartment complex. br Around 10 p.m. police got a call from a resident about a disturbance outside the building. br Authorities say Montreal was arguing with a man and used a can of mace on him.
