According to the Yomiuri Shimbun, the 43-year-old male offender, Toshiyuki Taira, was arrested for seizing scarfs from schoolgirls in Yame City, Hukuoka. The Hukuoka Prefecture police discovered dozens of stolen scarfs at his house but the offender claims to have purchased part of the stash. He has made 25 attempts to snatch scarfs since autumn 2010.
