MANILA - The Supreme Court (SC) on Wednesday handed down a temporary restraining order (TRO) preventing the Sandiganbayan from proceeding with the case of retired military comptroller Carlos Garcia in connection with a plea bargain deal between Garcia and the Office of the Ombudsman approved by the anti-graft court.
