Revelations that the U.S. National Security Agency has been spying on the Venezuelan state oil company PDVSA brought a swift reaction from Caracas. President Nicolas Maduro said a protest would be filed with the U.S. Embassy and charged Washington with committing an unacceptable violation of international law.
