Pavarësisht deklaratës se kryeministrit, se mazhoranca është e vendosur te zhvilloje referendum për imunitetin, duket se kjo nisme nuk mund te kryhet. Konstitucionalisti Gent Ibrahimi thotë se zhvillimi i këtij referendumi është i pamundur për disa arsye. Kushtetuta parashikon dy mënyra për zhvillimin e referendumit ne Republikën e Shqipërisë. I pari me dakortesine e dy te tretave te Kuvendit, ndërsa tjetri me mbledhjen e 50 mije firmave qytetare. Duket se për çështjen e imunitetit te dy këto nene nuk do te mund te zbatohen.br br Despite the statement that the Prime Minister, that the majority is set to hold a referendum on immunity, it seems that this initiative can not be performed. Konstitucionalisti Gent Ibrahimi says the development of the referendum is unlikely for several reasons. The Constitution provides two ways of holding the referendum in the Republic of Albania. First with dakortesine of two-thirds of the Assembly, and the other by collecting the 50 thousand citizen signatures. It seems that the question of immunity of both these articles will not be implemented.
