Civilians who played a decisive role in Colombia's armed conflict, committing serious crimes such as genocide or forced displacement, could be brought before the special jurisdictional tribunals created as part of the peace talks underway with the FARC in Havana. President Juan Manuel Santos announced the decision on Tuesday.
