High Representative of the European Union for Foreign Affairs Federica Mogherini stated that all sides in the Syrian conflict have agreed to the "cessation of hostilities against all targets that are not Daesh or al-Nusra," during a press conference in Brussels, Monday, ahead of an assembly of the European Council.
