In his opening statement for the 30th leaders’ summit of the Association of Southeast Asian Nations (ASEAN), Duterte told other leaders of member-states of the group about the need to eliminate the trade and consumption of illegal narcotics which he perceives as a hindrance to the development and prosperity of the region.
