Former member-secretary of Delhi Dialogue Commission Ashish Joshi, who was sent back to the telecom ministry in what he called was an abrupt shunting, has now filed a formal complaint with the Parliament Street police station against the secretary to the Chief Minister, Rajendra Kumar, and media advisor to the Delhi government, Nagendra Sharma.
