NEW DELHI: Delhi woke up to a partly cloudy sky this morning with the weatherman predicting possibility of dust storms and thunderstorms in some parts of the city over the next 24 hours.br br According to Meteorological Department, the minimum temperature was recorded at 28.9 degree Celsius, a notch above normal for the on-going period.
