This despite BJP holding a bandh in the riot-hit district today.While Modi's speech covered a host of issues from economy to security to uttarakhand tragedy... he refrained from any mention of situation in Uttar Pradesh. It's a deliberate omission perhaps by Modi to put forth a secular face.
