Emphasising on the hierarchy in the UPA, External Affairs Minister and senior Congress leader Salman Khurshid said that Prime Minister Manmohan Singh leads the government, Congress president Sonia Gandhi heads the UPA and party Vice President Rahul Gandhi is the second most powerful in the party.
