“Cow slaughter” was cited as one of the reasons of a complete collapse of law and order by Arunachal Pradesh governor in his report. In a statement to the supreme court, the governor has claimed that there was complete breakdown of constitutional machinery and referred to an incident of a Cow slaughter outside Raj Bhavan justifying the proclamation of emergency.
