Justice C S Karnan of the Madras High Court, now under transfer to the Calcutta High Court and restrained by a two-judge bench of the Supreme Court from taking judicial work, on Monday said he would order registration of an FIR against the two Apex Court judges under the SCST (Prevention of Atrocities) Act.
