The Philippine Coast Guard is investigating two vessels in connection with a collision between a fishing boat and a yet unidentified cargo ship in the waters between Caballo and El Fraile Island in Cavite. The two vessels were identified as the MV Virginia Kalikasan and MV Ocean Hope. Coast Guard spokesman Armand Balilo said authorities will be examining all angles including negligence as well as the possibility that the much larger ship failed to see the small fishing boat.
