Heat chili oil and saute red chilies in it. Then add spring onion, ginger, garlic and saute. Now add soy sauce, chili sauce, sugar, salt and cook. Dissolve corn flour in vegetable stock and add it to the pan. In last add potatoes and mix. Garnish with spring onion, peanuts and serve.
