In the past week, tens of thousands of farmers have been camped outside Delhi, blocking major highways.
They are protesting against a new deregulation law,... that allows the government to stop buying crops at guaranteed prices.
They fear the prices of crops will go down as a result.
"No breakthrough even after three hours. The government had only said it will "form a committee" for discussions. This means the government does not want to resolve the matter, just wants to hold discussions."
The two sides are set to meet again on Thursday.
The government has been defending the measure,... saying farmers could sell products to private retailers home and abroad.
