A new low pressure area (LPA) that is embedded within the intertropical convergence zone (ITCZ) was located off the waters of Dumaran, Palawan on Tuesday morning, Sept. 21, said the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).
