The president of Bolivia, Luis Alberto Arce, affirmed this Wednesday that the reestablishment of diplomatic relations with Chile will only be achieved through a solution to the maritime issue, within the framework of the conclusions established by the International Court of Justice (ICJ) in The Hague.
