Russian President Vladimir Putin signed agreements on September 30, 2022 that four parts of Ukrainian territory would be annexed to Russia. Referendums held by Moscow-installed officials purported that voters in Donetsk, Luhansk, Zaporizhzhia and Kherson approved of joining Russia. Western countries and Ukraine have slammed the referendums as a sham.
