Documents have shown that in April last year almost half of the ACT’s foster and kinship carer cohort did not hold a valid Working with Vulnerable People registration. A whistleblower has lifted the lid on how the territory's child safety department knowingly left children in potentially unsafe homes, with the government now admitting some carers are refusing to follow new rules designed to keep children safe.
