The mix of a nor'easter and high tide caused the highest non-tropical storm-related flooding ever in Charleston, and the 3" of rain was the highest single-day total recorded. This video was taken at the height of the flooding and shows a man walking home through the flooded streets in his suit from church, wading through waist-deep water.
