Treasurer downplays spending in pre-budget speech

The treasurer is tempering expectations of a big-spending budget warning while there will be cost-of-living relief, there might not be much else. The past two budgets have both benefited from rising mineral prices and lower-than-expected unemployment. But Jim Chalmers says those two factors have shifted in 2024.
