He said in a video message that a whole-of-government approach has been activated, ensuring that the Philippine Institute of Volcanology and Seismology (Phivolcs), the National Disaster Risk Reduction and Management Council (NDRRMC), and the Department of Social Welfare and Development (DSWD) are on top of the situation.
