Finland's coast guard has boarded and seized a Cook Islands-flagged vessel, the Eagle S, suspected of damaging the Estlink 2 power transmission cable between Finland and Estonia, along with four undersea internet cables. The ship is thought to be part of Russia's "shadow tanker" fleet of sanction-evading oil tankers.
