Khymer Adan Olaso, which would impose the death penalty by firing squad for those found guilty by the Sandiganbayan of corruption, plunder, graft, and malversation. Ortega said he was not in favor of the bill because it would instill fear and fail to resolve the issue of corruption in the country.
