A London borough is to set the lowest council tax in the country.Wandsworth said its total band D bill would be £990 from April – a rise of £29, of which almost £19 will go to London mayor Sir Sadiq Khan.This will be £27 less than Westminster council, its longstanding cross-river rival in terms of setting low council tax bills.
