A major blueprint for future development in South Tyneside has been rejected for a second time by borough councillors.br br Over a number of years, South Tyneside Council bosses have been working on a local plan for the borough which aims to provide a framework for where new homes, businesses, shops and leisure amenities will be built up until 2040.
