Leading Kremlin Human Rights Advisor Ella Panfilov Resigned today from the Kremlin's advisory council on human rights and civil society which reflects the frustration over lack of significant steps toward political liberalization and the rule of law under President Dmitry Medvedev in Russia . The 56-year-old Ms. Pamfilova had become outspoken against the government because of.the absence of "qualitative changes" in the observance of human rights was stifling the growth of civil society while independence of the courts is still "a long way from what it should be.
