For the past five decades Detroit has been on the decline, as the flight of industry and chronic unemployment whittle down tax revenues. The evidence is everywhere -- in abandoned homes, crumbling infrastructure and crime. Now the city, near bankruptcy, is being threatened with a takeover by state authorities.
