Failing to form a viable coalition, Kadima chairwoman Tzipi Livni will recommend going to general elections when she meets with President Shimon Peres on Sunday, possibly helping opposition leader Binyamin Netanyahu and costing the Israeli public 4.5 billion shekels to finance the elections that will take place in March.
