Gordon Brown, the British prime minister, has announced he will step down as Labour party leader, but will remain in Downing Street while his party holds talks on forming a government with the Liberal Democrats.

His slow exit could be an attempt to thwart any deal between the Liberal Democrats and the main opposition Conservative party who won the most seats, but not an overall majority, in last week's election.

Alan Fisher reports from London.
