Uganda Oil Bill creates parliamentary raucous

Uganda's parliament has seen unruly behaviour in the last week as politicians debated a controversial oil bill. Critics say that the Oil Bill gives too much control to the Energy Minister and a government they say has a track record of corruption. Oil was first discovered there in 2006, but extraction has not started yet. Al Jazeera's Malcolm Webb reports from Kampala.
