A controversial bill in the Russian parliament is upsetting civil rights organisations in the country. br  br It proposes banning American citizens from adopting Russian children.    br  br Some see the proposal as a veiled attempt to get back at the United States after Congress passed a law targeting human rights abuses in Russia.br br Al Jazaeera's Robin Forestier-Walker reports from Moscow.
